Yes, Hologram offers volume discounts. The more devices you deploy the cheaper the devices and the service. SIMs must be activated in order to count towards the volume discounts.
On our legacy Professional Edition accounts, volume discounts for SIMs and Data start at 100 devices and and increase at the 500, 1000, 5,000, and 10,000+ marks.
