Hologram SIMs are designed for global IoT communication. As such they are considered to be non-domestic devices by local carriers. This can be an issue when it comes to delivering SMS messages to cellphones if the local carriers are barring international SMS messages.
If you are sending SMS messages to a cellphone and being charged for them on the Dashboard, but the SMS message is not getting delivered you will need to contact the cellphone's carrier and ask them to enable international SMS for the line. What is happening here is that the SMS message is being sent to your local carrier, but the local carrier is not delivering the message due to the fact that it is not coming from a native local carrier SIM.
